ABOUT THE POSITION The County of Riverside seeks candidates to fill positions throughout Riverside County.
A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Office of Economic Development is seeking to find qualified applicants for a Service Area Manager I position, to support the Corona, Riverside and Temecula locations.
The Service Area Manager I will be responsible for supervising County Service Area (CSA).
Maintenance staff, purchasing supplies, and managing contractors providing services.
Positions allocated to this level primarily inspect and evaluate new landscaped areas and additional services such as drainage control, street median, facility maintenance, and landscape maintenance; and typically prepare and monitor small budgets.
The department desires candidates who have knowledge CSA landscape standards and CalSense and Rainbird irrigation systems.
Additionally, those who have experience in landscape maintenance, irrigation repair, turf maintenance or water wise landscaping, at a lead/supervisory level capacity will be the most competitive.

EXAMPLES OF ESSENTIAL DUTIESo Depending on the assigned Service Area, directs the operation and maintenance of community facilities.
o Provides one or more of the following services:
landscape maintenance and facility maintenance.
o Develops the Service Area's annual budget; monitors expenditure to assure compliance with budget provisions.
o Prepares background information, recommendations, and presentations for service contract negotiations; monitors compliance of contract agreements.
o Prepares and proposes ordinances, plans, and policies affecting the services and operation of the Service Area; ensures compliance with the CSA's requirements for receiving particular services.
o Manages the receiving of new landscaped areas connected to new residential development.
o Makes recommendations for purchases of equipment and supplies; prepares correspondence and reports.
oManages medium to large improvement projects within CSA area of responsibility; may select, train, supervise, schedule, and evaluate staff.
MINIMUM QUALIFICATIONSOPTION I
Experience:
Eighteen months of experience in planning, organizing, and leading recreational programs and activities.
(Completion of 60 semester or 90 quarter units from a recognized college preferably with major coursework in Recreation, Physical Recreation, or a related field may be substituted for one year of the required experience.
)OPTION II
Experience:
Eighteen months of professional, administrative or staff experience which included responsibility for at least two of the following functions:
fiscal management, general administrative systems and procedures, or personnel administration.
(Completion of 60 semester or 90 quarter units from a recognized college, preferably with major coursework in Public Administration, Business Administration, or a related field may be substituted for one year of the required experience.
)OPTION IIIEducation:
Graduation from a recognized college with a Bachelor's degree, preferably with major coursework in Recreation, Physical Recreation, Public Administration, Business Administration or a related field.
ALL OPTIONSLicense/Certificates:
Possession of a valid Class C California Driver's License minimum.
Physical Requirements:
Service Area Manager I will be required to perform lifting, carrying, pushing, or pulling up to 25 pounds in weight.
Knowledge of:
CSA landscape standards.
Knowledge of regional plant palettes and drought tolerant landscaping.
Knowledge of CalSense and Rainbird irrigation systems.
Skilled in planning and managing landscape improvement projects.
Ability to:
Plan, develop, and organize a schedule of community activities; direct and supervise personnel; establish and maintain budgetary controls; analyze and interpret data, situations, evaluate alternatives, and make sound decisions; lead and instruct groups of people; establish and maintain good public relations with individuals and groups both within and outside the community; maintain records; prepare comprehensive reports.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION:

VACATION ACCRUAL (Bi-Weekly Accrual):

SICK LEAVE:
Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS:
Normally 12 paid holidays per year.
BEREAVEMENT LEAVE:
Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE:
Equal to one times annual base salary not to exceed $50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD):
Benefit pays 66.
67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65.
Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
