ABOUT THE POSITION The County of Riverside's Human Resources Temporary Assignment Program (TAP) seeks to fill Temporary Eligibility Services Clerk positions to support the Department of Public Social Services at multiple locations throughout Riverside County.
A pool of qualified candidates will be established for current and future vacancies.
Performs specialized clerical work either in the determination of eligibility of applicants and clients for public social service aid or in the determination of basic social services plans; and to do other work as required.
This class has primary responsibility for obtaining and verifying factual information required for eligibility determination or development of basic social services plans, using a variety of standardized forms, and following established rules, regulations, policies, and procedures.

30 pmMeet the Team!Click here to learn about TAP benefitsEXAMPLES OF ESSENTIAL DUTIESo Conducts pre-screening and other interviews with applicants and clients using standardized forms to obtain personal, family, and financial data required to determine eligibility for one or more public social service aids and/or basic information required to authorize social service plans.
o Gives applicants standard forms and requests that routine verifications be returned with completed forms; reviews forms for completeness when returned by the applicant; may assist clients with completing application forms for financial assistance.
o Records verifications of birth, income, property, and other required information according to standard procedures.
o Brings discrepancies to the attention of the eligibility or social worker responsible for the case; files required forms and verification in an established filing order.
o Completes notices of action and other required forms following eligibility determination; accepts late income reports from clients reviewing them for completion and accuracy.
o Prepares and verifies in-home social services payroll time sheets.
o Receives mail out questionnaires on in-home social services remedy reassessments; verifies and adjusts authorization of in-home social services, referring special cases to the social worker.
o Determines when to issue notice of intended action or right to fair hearing forms to clients.
o Clears routine case controls using computer printouts; responds to routine telephone calls or lobby visits from applicants and clients reporting changes in their circumstances or requesting information on the status of their applications or case.
o May prepare and maintain other documents associated with the eligibility/services processes; maintains records for use in the development of work load and productivity statistics.
MINIMUM QUALIFICATIONSEITHER I
Experience:
One year of clerical experience in a public social services agency, preferably involving making mathematical computations.
OR II
Experience:
One year of clerical experience which involved meeting the public, obtaining and recording factual information or explaining rules, regulations, policies, or procedures.
Knowledge of:
Modern office procedures including filing and operating standard office equipment.
Ability to:
Understand and follow written instructions and guidelines; perform basic arithmetic computations; perform general clerical work and learn quickly the specific operations of the department; keep records; effectively interview applicants and clients to obtain personal, family, and financial information, and to accurately record this information; work cooperatively with the public and with departmental staff.
SUPPLEMENTAL INFORMATIONOther Requirements :
Possession of a valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT:
County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
Tier I (Classic Member - Formula 3% @ 60):
Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60):
Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62):
Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
As of July 1, 2020, the employee contribution is 7.
25% and subject to change annually.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as classic members.
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION:

SICK LEAVE:
Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)BASIC LIFE INSURANCE:
Equal to one times annual base salary not to exceed $50,000 of term life coverage.
Premiums are paid by the County.
Additional Supplemental Life plan is available for employee purchase.
DISABILITY:
Short-term Disability benefit pays up to a maximum of $461.
54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION:
A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
OTHER:
There may be other benefit provisions as specified in the applicable Memorandum of Understanding.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
