JOB DEFINITION:
Under general supervision, performs duties associated with receiving emergency and non-emergency calls for Police service and dispatching appropriate units to assist the public.

Essential Functions:

REPRESENTATIVE DUTIES:
Undertakes and provides a variety of law enforcement radio-dispatch and information support services associated with assessing caller needs, dispatching law enforcement, medical and/or other public safety services required specific to the need identified.
Answers, identifies and prioritizes emergency and non-emergency calls and requests for service.
Assesses, analyzes, evaluates and processes emergency and/or routine requests for law enforcement, medical and/or related services/assistance.
Tracks location and availability of law enforcement and other service responders.
Monitors and maintains contact with situation and individuals involved.
Conducts regular and periodic checks regarding status of officers and others dispatched to calls.
Accesses a variety of local, state and/or national databases, researches information and responds to requests for data and information.
Updates and maintains a variety of files and records.
Logs calls and related information into electronic and/or manual recording systems.
Operates a computer to maintain information and data.
Performs other duties as assigned or required.
Typical Qualifications MINIMUM
Qualifications:
A high school diploma or GED AND one (1) year of customer service or secretarial experience.
Emergency services dispatching experience, or experience, paid or volunteer, in a law enforcement agency, or completion of a POST Dispatcher training course, or courses in Administration of Justice and/or Criminal Justice is PREFERRED.
KNOWLEDGE and SKILLS:
Knowledge of applicable City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives Knowledge of the City's and the Department's policies and procedures Knowledge of radio operation methods and techniques Knowledge of the principles of file and records management Knowledge of computer aided dispatch systems Skill in reading, understanding, interpreting and applying relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives Skill in assessing and prioritizing multiple tasks, projects and/or demands Skill in working within deadlines to complete projects and assignments Skill in assessing, analyzing, identifying and implementing solutions to complex problems Skill in establishing and maintaining effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning and in operating a personal computer utilizing a variety of software applications.
RETIREMENT:
New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula.
New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law.
The City also participates in Social Security.
AGENCY SHOP/DUES DEDUCTIONS:
Employees may choose to join IBEW (International Brotherhood of Electrical Workers) or pay them a service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW.
CAFETERIA PLAN/
Benefits:
The City contributes $1,400 per month to each employee for health, dental, vision, life, and disability insurance and the remaining goes into a deferred compensation program.
City reimburses employee a maximum of $250 for eyewear every fiscal year.
Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.
DISABILITY INSURANCE:
Employees pay for a short/long term disability plan with a 7-day elimination period.
HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE:
City employees receive thirteen (13) paid holidays per year.
After completion of probation period:
Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days.
Twelve (12) days of sick leave per year.
Three (3) working days of bereavement leave for immediate family not subject to waiting period.
COMPUTER LOAN PROGRAM:
Interest free loan program for the purchase of a computer available, after completion of probationary period.
DIRECT DEPOSIT:
The City has a mandatory policy for all employees of direct deposit of payroll checks.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
